Why are the trees looking half dead?

A mid July photo at a time when elsewhere all trees are in full leaf.
Is this a case of “Call the Tree Doctor” or have these exotic trees of the Bignoniaceae family, planted for their ponk blossom died from the impervious concrete paving laid at great expense with funds from the World Bank?
