Anisoptera costata can grow to be a giagantic tree but appears now to be virtually extinct in Chiang Mai where it once grew and but it appears we must wait another year to grow trees for planting here.

Yang Daeng seed was found also along the road to Li south of Lamphun from Tak so the trip to the beautiful forest in the Taksin Maharat National Park, apart from the inspiring beauty of the forest there, did produce some practical benefit.

On 15th May a second collection expedition, with staff from the Huai Keow Arboretum (next to Chiang Mai Zoo) collected Yang Daeng seed, along with the rare Chisocheton siamensis seed Mok Fah Waterfall for their tree nursery.

A third trip to collect seed for the Forest Department will visit the forest at Chiang Dao -

leaving Chiang Mai, Saturday 19th May, at 10 a.m. To join please call 0849859668. The Google Map image below show the forest just west of the Chiang Dao by-pass road on the road to the cave.

So what  has been the response of authorities this year? Apart from a few large billboards featuring a picture of the Prime Minister with large writ words STOP BURNING and a picture of skyscrapers in the background, (was this meant to refer to the events at Ratchaprasong in April 2010?)  Very little it appears.

Yet scars of the years fires remain visible on the ground, if not in people’s lungs, as this picture of young Dipterocarpus turbinatus (ยางแดง) trees killed at the Mok Fah Waterfall in Doi Suthep-Pui National Park show. One wonders what the park staff were doing to allow a fire to burn on both sides of a walking path, a perfect fire break, where control should have been easy?

Perhaps you recognize the type font above if you read Chiang Mai City life monthly magazine or City Now the fortnightly coming events sheet, well this is the latest production from the lady of the Australian desert, but be sure the humour is not all dry.

Sensibly the staff do not work weekends or public holidays, but on any other day, beginning April 1st 2012 you can catch up on news about Chiang Mai and add your comments via a Facebook connection. Mind you the staff is few in number and very busy and they have yet to replace the link to showmyweather.com ( I thought it read stormyweather.com when I first saw it ) which has consistently exaggerated the daily maximum temperature prediction when compared with the Thai Meteorological Office.

There at the Huai Keow Waterfall just past the zoo it was like old times again, but this time in miniature.

Everyone seemed to be obeying the lasted edict from Bangkok “NO SMOKING OR ALCOHOL” read the sign, while the rubbish bins were full of beer bottles and cans of beer were still being quietly quaffed.

And below we have the best touch of all. Songkran Water Festival being enjoyed to the fullest:

A tree of similar appearance which once dominated the Ping River flood plain is D. turbinatus ( Yang Daeng ยางแดง ).  Seed of Yang Daeng can be collected in May near the Queen Sirikit Botanical Garden, the Mok Fah Waterfall on the road to Pai and near the Cave at Chiang Dao.

The year 2011 was what is known as a mast year for these trees and also for the riverine Hopea odorata ( Takien ตะเคียน). In a mast year trees flower profusely together and produce vast amounts of seed.  From one ancient Yang Na at Wat Chedi Luang 27,000 seeds were collected and around 10,000 seedlings produced.

This is not altogether good news however because it leads to over production and planting of an exotic species which, by excluding the planting of local trees, degrades the biodiversity of the region. Large quantities of Yang Na seedlings now stock nurseries as far afield as Nan province 350 km from where the seed was collected in Chiang Mai.  Meanwhile areas which once had huge numbers of this tree spreading across the paddy fields from Tak to Ubon Ratchatani need large scale replanting of Yang Na.

Good news, however is that large numbers of Takien are available from government nurseries and if every village temple, school in the northern valleys were to plant a few, in time this would transform our landscapes. What we also may welcome is what appears to be a very poor year for Yang Na seed production while large amounts of seed of Shorea roxburghii are dropping from the many old trees in the grounds of Chiang Mai University.

The photos below,taken from a bridge beside the Nan Hospital just upstream from the city show why:

1. View upstream with a massive embankment built by dredging the river, narrowing the flow and preventing age old flooding of land behind.

2. Bank erosion downstream from the bridge with concrete fill added to try to arrest the problem.

3. A temporary site for Songkran activities.

4. Sign on the bridge explaining the works to attempt to rectify the problem, but as can be seen demolishing the embankment and restoring the original profile of the river is not underway.

Well,  as if to be sure of the people’s safety officialdom has decreed the closure of public swimming pools during the hottest holiday break we have.  The guard at the 700 year pool explained that the pool was closed to let the workers have a holiday break, and tongue in cheek, to let the children pop pills ( Ya Ba ) instead of swimming.

Note that the 700 year pool where the casual entry price for adults is now 60 baht closes one day longer than the smaller municipal pool which charges 30 baht entry.

For those of us desperate to cool down with a swim rather than on the street or say amidst the chaos of the lake at Huai Teng Tao, there are alternatives. Unlike big brother at the 700 year pool, the municipal pool has yet to install spy cameras. Also in the back blocks of CMU Agriculture Precinct, on land within the boundaries of the Doi Suthep-Pui National Park there is a beautiful dam with deep water.

Moreover nobody is there to collect a fee.

I imagine that if a Chiang Mai resident of my father’s age were to return from the dead, well might she ask “Where has Songkran gone?”

Her fun would have been like mine in Nan, playing in the Ping River and taking a little sand from the river back to refurbish the surrounds of her local temple to prepare them for the coming rainy season and prevent the grounds being a sea of mud.

Now she will find the temple grounds largely treeless, and mostly concrete to accommodate the profitable parking of cars.  Her river is now too deep, dangerous and polluted to play in. This is a result of regular dredging to speed the waters to flood provinces all the way from Tak to Bangkok and the failure to operate a plant, built at great expense, to treat the city’s waste water.

Construction projects, as is well known have provided and continue to provide opportunities the for corrupt enrichment of public officials,  payment of electricity bills to run equipment do not and hence the repeated failure to budget for clean water.

While the Songkran of b.e. 2555 might come as a shock to an ancient, she would I think share the happiness of local people here that our own Chiang Mai born Prime Minister Yingluck has come to share in some of our more traditional New Year activities. But the Prime Minister comes here not on a problem solving mission and soon must return to important duties in the capital.

So now I ask is it too much to hope for the early return of our former PM Thaksin to Chiang Mai as a free man to help?  Dr Thaksin has shown regret for some of his misguided policies while in office and support for autonomous government in the troubled south of Thailand where people refuse to accept the dictates of Bangkok.

If that approach is good enough for the south why not for the north? I recall years ago complaining to the then Mayor of Chiang Mai Khun Boonlert about destruction of the Ping River frontage and his response was  ”Well, it is very hard to do anything about this as the order comes from Bangkok”.

If Thaksin comes home with no legal cases hanging over him, the government  can then end its association with the most corrupt force in Thai electoral politics , and  can then clean out the dirt associated with the Chiang Mai political oligarchy and bureaucracy.  He can clean out conflicts of interest, such as the recent proposal to build a flood wall along the Ping to protect the ill-advised over development in the former flood basin area of the Night Bazaar.

Finally he can help by asking for a budget to clean waste water entering the Ping River, in part by ending destructive dredging and perhaps we can rejoice in the return of the Songkran of old?

Constant threats of violence from the divisive, colour-coded politics. Endless bloodshed in the restive South. Fierce resistance against decentralisation from officialdom. Politicians of all shades paying lip service to political reform. An authoritarian education system. Explosive popular resentment against disparity and social injustice.

Is there any hope for Thailand when faced with those odds?

However, Chartwat Ruamsook does not waste any time dwelling on that question. He is too busy making real change happen in his home province of Amnat Charoen.

“Change starts when we start being active citizens,” said the community leader.

“When we come together to analyse our problems, to identify the causes, the solutions, what kind of community and our province we would like to see, what future we want to give to our children, then we can set up joint action plans and rules to start working together. When that happens, then nothing can stop us.

“This is grassroots democracy. It’s not about power changing hands at the top. It’s about people taking charge of their lives. This kind of democracy will solve not only local problems, but also our country’s.”

Chartwat is not alone in the civic movements for decentralisation which are spreading across the country, a sign of hope for Thailand despite the endless bad news in national politics.

For more than a decade, Chartwat has been working with like minds to sensitise residents of Amnat Charoen to rethink their problems and their roles to try to change their situations instead of being on the receiving end of top-down policies.

Town hall-style meetings have since become a fixture in communities across the province so that shared problems can be discussed. Among them: Low rice prices, indebtedness, health problems from farm chemicals, the school system that makes the children look down on parents and local culture, destructive development, degraded natural environment, high costs of living, exploitation from the middlemen.

They are the same problems suffered by the rest of the country. So is the red-yellow divide.

“But when we focus on our shared problems, shared goals and the need to work together, the colour difference is no longer important,” he explained.

On Feb 13, nearly 15,000 people turned up at the city hall to declare their Amnat Charoen Charter for governance by the people’s agenda.

The first of its kind, the charter specifies the blueprints on local governance, social welfare, education, ecological farming, the environment, and access to information on policies that affect their community.

“Our charter is not a set of laws to force people to obey,” said Chartwat. “It’s our shared visions and community rules for us to abide by in our work to create well-being for people in Amnat Charoen.”

For example, village councils are responsible for setting up development plans from bottom up. Public hearings will be carried out up to the district and provincial levels.

The final development plan for Amnat Charoen will then be presented to the governor to comply with the will of the people.

“If people are strong and work together, they will create a social force so powerful that politicians and officials cannot deny it. We therefore must empower people first.”

His conclusion came after successive disappointments with many progressive laws which have failed to result in changes.

“It’s because those laws still entrust power in the top-down officialdom. And the laws can be distorted when people remain passive.

“We then have to change strategies. We must empower people first. With the law to support our work or not, if we insist in implementing our development plans ourselves, change will happen anyway and it will grow, until there must be a law to recognise it.”

Political violence and coups cannot change Thailand because power is still concentrated at the top, he said. Nor any high-minded laws, even constitutions, when the majority remain passive.

“But we can change Thailand at the core if the locals realise their power, that state policies must support their agenda and their well-being.

“This requires much hard work on the ground, and much stamina against difficulties. But it is the only way real change can take place.”

1. หลักการและเหตุผล

ตามที่ กรมส่งเสริมคุณภาพสิ่งแวดล้อม กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ได้จัดตั้งเครือข่ายนักวิจัยสิ่งแวดล้อมขึ้น โดยมีวัตถุประสงค์เพื่อมุ่งเน้นการส่งเสริมการมีส่วนร่วมในการศึกษาวิจัยทางวิชาการของนักวิจัยจากหน่วยงานและภาคีที่เกี่ยวข้อง  รวมทั้งเพื่อให้สมาชิกเครือข่ายนักวิจัยสิ่งแวดล้อมได้มีโอกาสแลกเปลี่ยนความรู้ข้อมูลทางวิชาการ และประสบการณ์ต่างๆซึ่งกันและกัน อันจะนำมาซึ่งข้อมูลที่ทันสมัยและทันต่อสถานการณ์การเปลี่ยนแปลงอย่างต่อเนื่อง รวมทั้งยังสามารถนำไปใช้ในการป้องกันแก้ไขปัญหาสิ่งแวดล้อมของประเทศได้อย่างทันสถานการณ์  และจากสถานการณ์ปัญหาหมอกควันที่เกิดขึ้นในพื้นที่ภาคเหนือที่กำลังทวีความรุนแรงมากยิ่งขึ้น ซึ่งเป็นปัญหามลพิษทางอากาศที่ทั้งในระดับประเทศ และระดับภูมิภาค กำลังให้ความสนใจ ท่ามกลางการพัฒนาเทคโนโลยีและอุตสาหกรรมโลก ที่เป็นไปอย่างไม่หยุดยั้ง ซึ่งมีส่วนทำให้เกิดมลพิษทางอากาศ นอกจากนี้รูปแบบการดำเนินชีวิต ที่สืบทอดกันมาตั้งแต่บรรพบุรุษ กลายเป็นวิถีการดำเนินชีวิต ที่ทำให้เกิดมลพิษทางอากาศ จำพวกอนุภาคฝุ่นขนาดเล็กจากแหล่งกำเนิดปฐมภูมิ ได้แก่ การเผาในที่โล่งแจ้ง ไม่ว่าจะเป็นการเกิดไฟป่าในพื้นที่ป่าไม้ การเผาเศษกิ่งไม้ ใบไม้ การเผาเพื่อการเกษตร และควันเสียจากรถยนต์โดยเฉพาะเครื่องยนต์ดีเซล ฝุ่นจากการก่อสร้าง สารระเหยต่างๆจากภาคอุตสาหกรรม ประกอบกับภัยธรรมชาติในบางปี  ทำให้อุณหภูมิเฉลี่ยของโลกเพิ่มขึ้นและส่งผลให้กลไกธรรมชาติบิดเบือนไป โดยเกิดการเปลี่ยนแปลงสภาพแวดล้อม การผันแปรของสภาพภูมิอากาศของโลกและท้องถิ่น ทำให้สภาพแห้งแล้งกว่าปกติ จึงมีเศษกิ่งไม้และใบไม้ร่วงจนสะสมเป็นเชื้อเพลิงจำนวนมาก เป็นปัจจัยสนับสนุนให้เกิดไฟป่าได้ง่ายและลุกลามเป็นบริเวณกว้าง  ประกอบกับสภาพภูมิประเทศในพื้นที่ภาคเหนือซึ่งมีภูเขาล้อมรอบ ทำให้มลพิษต่างๆ ถูกกักไว้และแผ่ปกคลุมทั่วเมือง ไม่เอื้ออำนวยให้ฝุ่นละอองและหมอกควันลอยสู่ชั้นบรรยากาศ จึงมีการสะสมตัวในปริมาณที่มากขึ้น โดยเฉพาะ 8 จังหวัดภาคเหนือตอนบน ได้แก่ จังหวัดเชียงใหม่ เชียงราย ลำปาง ลำพูน แม่ฮ่องสอน พะเยา แพร่ และน่าน ซึ่งเป็นกลุ่มจังหวัดที่ประสบปัญหามลพิษทางอากาศที่มีการเผาในที่โล่งแจ้งมาก โดยเฉพาะในฤดูหนาว หรือหน้าแล้ง และสภาพภูมิประเทศที่มีภูเขาล้อมรอบ และมีอาณาเขตติดกับประเทศเพื่อนบ้าน อันส่งผลให้เกิดปัญหามลพิษทางอากาศและหมอกควันข้ามแดน และกลายเป็นปัญหาที่สะสมมายาวนาน

ดังนั้น กรมส่งเสริมคุณภาพสิ่งแวดล้อม โดยศูนย์วิจัยและฝึกอบรมด้านสิ่งแวดล้อมจึงจัดเวทีแลกเปลี่ยนเรียนรู้งานวิจัยด้านสิ่งแวดล้อม หัวข้อ หมอกควัน ไฟป่า และการเผาในที่โล่งแจ้ง ขึ้น เพื่อสร้างโอกาสให้มีการแลกเปลี่ยนองค์ความรู้ ข้อมูลทางวิชาการ ระหว่างนักวิจัย นักวิชาการ ภายใต้เครือข่ายนักวิจัยสิ่งแวดล้อม กับนักวิจัย นักวิชาการ และประชาชนที่สนใจในพื้นที่จังหวัดภาคเหนือตอนบน ได้แลกเปลี่ยนองค์ความรู้และประสบการณ์การวิจัยซึ่งกันและกัน   อันจะนำมาสู่การจัดการมลพิษทางอากาศจากปัญหาหมอกควัน ไฟป่าและการเผาในพื้นที่โล่งแจ้งอย่างมีประสิทธิภาพต่อไป

2. วัตถุประสงค์

2.1  เพื่อสร้างเสริมกระบวนการแลกเปลี่ยนองค์ความรู้ ข้อมูลวิชาการและประสบการณ์การวิจัย

ในด้านหมอกควัน ไฟป่าและการเผาในที่โล่งแจ้ง

2.2 เพื่อก่อให้เกิดการบูรณาการงานวิจัยและหรือต่อยอดองค์ความรู้เพื่อนำไปสร้างแนวทางการจัดการมลพิษจากหมอกควัน ไฟป่าและการเผาในที่โล่งแจ้ง

3. ขอบเขตเนื้อหา/วิธีการดำเนินการจัดเวทีแลกเปลี่ยนเรียนรู้

(1) การอภิปรายเพื่อนำเสนอองค์ความรู้ ข้อมูลวิชาการ และประสบการณ์การวิจัยด้านสิ่งแวดล้อม โดยผู้บริหาร นักวิจัย นักวิชาการที่เกี่ยวข้องกับปัญหาหมอกควัน ไฟป่า และการเผาในที่โล่งของพื้นที่ภาคเหนือตอนบน

(2) การแลกเปลี่ยนเรียนรู้ระหว่างนักวิจัยและผู้เข้าร่วมเวทีโดยมีวิทยากรกระบวนการ กระตุ้นและสร้างบรรยากาศให้เกิดการแลกเปลี่ยนเรียนรู้

4. ผู้เข้าร่วมเวทีแลกเปลี่ยนเรียนรู้ (กลุ่มเป้าหมาย)

       4.1 สมาชิกเครือข่ายนักวิจัยสิ่งแวดล้อม นักวิชาการ/นักวิจัย จากสถาบันการศึกษา หน่วยงานราชการ/รัฐวิสาหกิจ/เอกชน รวม 80 คน

4.2 ผู้บริหารและนักวิชาการ/เจ้าหน้าที่ของกรมส่งเสริมคุณภาพสิ่งแวดล้อม รวม 10 คน

จำนวนรวมทั้งสิ้น 90 คน

5. ผลสัมฤทธิ์ของงานที่คาดหวัง

5.1 ผลผลิต (Output)

5.1.1 จำนวนผู้เข้าร่วมเวทีแลกเปลี่ยนเรียนรู้ที่ได้แลกเปลี่ยนองค์ความรู้ ข้อมูลวิชาการ ในด้านหมอกควัน ไฟป่า และการเผาในที่โล่งแจ้ง

5.1.2 ผลการประเมินระดับความพึงพอใจของผู้เข้าร่วมเวทีการแลกเปลี่ยนเรียนรู้งานวิจัย ภายใต้เครือข่ายนักวิจัยสิ่งแวดล้อม ไม่ต่ำกว่าร้อยละ 75

5.2 ผลลัพธ์ (Outcome)

- ผู้เข้าร่วมเวทีแลกเปลี่ยนเรียนรู้ได้นำองค์ความรู้ที่จากการแลกเปลี่ยนเรียนรู้ไปใช้ประโยชน์ในการจัดการปัญหามลพิษจากหมอกควัน

8. ประโยชน์ที่คาดว่าจะได้รับ

8.1 ผู้เข้าร่วมเวทีการแลกเปลี่ยนเรียนรู้งานวิจัยด้านสิ่งแวดล้อม ได้แลกเปลี่ยนข้อมูลองค์ความรู้และประสบการณ์การวิจัยซึ่งกันและกัน และจะก่อให้เกิดความร่วมมือในการดำเนินงานวิจัยร่วมกันในอนาคต
