Peoples Actions on Climate Change (PACC)

On the occasion of the United Nations Framework Convention On Climate Change (UNFCCC) that will take place in Bangkok from the 28th of September until the 9th of October 2009, the “Peoples Actions on Climate Change” (PACC) is organising a series of side events that we would like to invite you to attend.

The “Peoples Actions on Climate Change (PACC)” is an initiative of organizations belonging to the Philippine Climate Watch Alliance (PCWA), the NGO Coordinating Committee for Development (NGOCOD) in Thailand and other organizations calling for a People’s Protocol on the issue of Climate Change during the UNFCCC in Bangkok.

Through this grassroots-based assembly, the proponent organizations hope to present the voice and face to the serious impacts of climate change – grassroots sectors in Asia, who are undoubtedly the ones who would be most affected.

This shall also be a venue for exchange and expression of local climate change issues and coping mechanisms, calls and actions towards asserting their right to access and conserve the Earth’s resources, while protecting and advancing their welfare over the global environmental and economic crisis.

It will bring together a minimum of 200 women and men leaders of grassroots movements in at least 20 countries, along with at least 200 Thailand grassroots leaders. It shall:

1. Show how Asian grassroots peoples’ sufferings have been aggravated by Climate Change,
2. Show how Asian grassroots peoples have and can further cope, and
3. Show how Asian grassroots peoples would want this problem to be addressed
4. This event shall also serve as a build up civil society action to the Conference of Parties 15 in Copenhagen on December 2009.

Program of events

The PACC events, from the 29th of September to the 5th of October, will take place as follows:

September 29th:

1. Fisherfolk action:

• Fisherfolks from climate change affected communities will stage an action to project fisherfolk calls and demands for drastic response to climate change impacts.
• Time: 11.15 am – 12 am
• Place: In front of the United Nations Conference Centre

2. Exhibit of Community based climate change coping technologies and education materials:

• NGOs and Pos are invited to exhibit their community-based technologies to adapt to impacts or help mitigate climate change
• Time: 9am to 5pm
• Place: 14 October 1973 Monument/ Mathayom Wat Benchamabophit School.

3. ‘Asian Peoples’ Solidarity for Climate Justice Press conference:

• The Peoples’ Action on Climate Change will take part in this joint press conference
• Time: 12 am
• Place: In front of the UN Convention Centre

September 30th:

1. Traditional Folk Dances and Rural Peoples Protest:

• Representatives of Peasant and other Ruralfolk organizations in Asia will express their protest over continuous neglect of governments for continuing and worsening impacts of climate change on poor countries and communities.
• Time: 9am -11am
• Place: In front of the UN Convention Centre

October 1st:

1. ‘Asian Women’s Quilt on Climate Change’

• Asian women will display quilts reflecting climate impacts on women, and their proposed solutions and calls.
• Time: 9am- 11am
• Place: 14 October 1973 Monument

October 2nd:

1. Deep and Drastic Cuts Parade

• March that will expose real cause of Global Warming and the call for upholding peoples’ rights and for deep and drastic cuts.
• Time: 9am- 12am
• Place: From Mathayom Wat Benchamabophit School to the UN Convention Centre

2. ‘Workshop on climate justice and tourism’

• Workshop that aims to raise awareness about the link between climate change and tourism. Speakers from Asian countries will present topics such as land rights and tourism, water shortage, use of agrofuels for tourism transport.
• Time: 2pm- 5pm
• Place: Mathayom Wat Benchamabophit School

October 3rd:

1. ‘Climate Conference of Asian Peoples Movements’

• Conference that will consolidate the position of different sectors (peasants, IP, women, youth, labor, etc.) on climate change and related issues (REDD, carbon trading, biofuel, etc.) towards the formulation of a strong and unified position regarding the post Kyoto Climate Agreement and COP15 in Copenhagen.
• Time: 8.40 am- 6pm
• Place: Mathayom Wat Benchamabophit School

October 4th:

1. ‘Youth Kite Flying for Climate Change Action’

• Kites with peoples’ calls on climate action will fly through Bangkok winds
• Time: 9am -11am
• Place: Sanam Luang (To be confirmed)

October 5th:

1. ‘Asian Peoples’ Solidarity for Climate Justice’ (common rally)

• The Peoples Action on Climate Change will take part in a common march from Santichaiprakarn Park to the UN Convention Centre

As I write this on Tuesday morning 29th September, news comes in about hundreds killed in massive floods in The Philippines. The strength of the typhoon, which has brought over I metre rainfall in a day, the meteorology service blames on Climate Change. Further west the storm bares down on the ancient World heritage capital of Vietnam, the City of Hue. A metre of rain is expected there in the next two days bringing devastation.

Meanwhile in Chiang Mai all is peaceful.

Last night TV Thai recorded a question and answer session for Mayoral candidates in a flower bedecked hall. One candidate promised to make Chiang Mai a World Heritage City.

Not one candidate, nor the TV company presenter, who spoke more than any candidate, nor any on the panel of local notables, mainly from a group which had been interviewed the previous week said a word about Climate Change.

(Comments about Climate Change at that meeting from two attendees  were edited out of the TV broadcast.)

Nobody mentioned Climate Change despite the fact that a great conference on the issue is now underway in Bangkok. Nobody referred to our Prime Minister’s speech on the matter which was front page news that day. Nobody mentioned the target 350 parts per million carbon dioxide concentration in the atmosphere which we must reach to avoid Total Catastrophe. Nobody mentioned the large Climate Change bicycle rally of 20th September at Chiang Mai Municipal Stadium. Nobody paid tribute to the 350 residents who turned out last Saturday with candidates present to learn about Climate Change.

TV Thai is not worthy of Thailand.

Not one of the Mayoral candidates is worthy of election.

The German Energy Watch Group points out that the world’s proven and possible reserves of uranium would be able to support the current level of demand for uranium for at most seventy years and the world could face uranium supply shortages after about 2020.

Worse, recent studies reveal that taking into account emissions in land development and soil erosion, fuels made from biomass actually emit more greenhouse gases than conventional petroleum.

The mainstream environmental movement, as far as its social composition is concerned, mainly consists of people who belong to the upper middle class in a capitalist society. They include the university professors, engineers, technicians, managers, financial analysts, and other professionals. Although they typically do not own significant amounts of the means of production, they play important managerial and technical functions for the capitalists and enjoy substantial material privileges relative to the working class.

From a purely technical point of view, the most simple and straight forward solution to the crisis of climate change is immediately to stop all economic growth and start to downsize world material consumption in an orderly manner until the greenhouse gases emissions fall to reasonable levels. This can obviously be accomplished with the existing technology. If all the current and potentially available de-carbonization technologies are introduced to all parts of the world as rapidly as possible, the world should still have the material production capacity to meet the basic needs of the entire world’s population even with a much smaller world economy.

ยุคแห่งความโง่เขลา ภาพยนตร์แอนนิเมชั่นกึ่งสารคดีที่บอกเล่าเรื่องราวเกี่ยวกับการเปลี่ยนแปลงสภาพภูมิอากาศ กำลังจะเข้าฉายในกรุงเทพฯ เร็วๆนี้ พร้อมกันกับการฉายรอบปฐมทัศน์กว่า 100 แห่งทั่วโลก

กรีนพีซ ร่วมจัดฉายภาพยนตร์ ยุคแห่งความโง่เขลา รอบปฐมทัศน์ โดยเป็นส่วนหนึ่งของการรณรงค์เพื่อให้ได้มาซึ่งข้อตกลงที่มีความเป็นธรรม มุ่งมั่นและมีผลบังคับใช้ในทางกฎหมายในการประชุมสุดยอดว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศที่โคเปนเฮเกน ประเทศเดนมาร์กปลายปีนี้ รอบปฐมทัศน์ของภาพยนตร์เรื่องดังกล่าวถูกจัดฉายในวันเดียวกับที่มีการประชุมสมัชชาสหประชาติที่นิวยอร์ค และยังได้ฉายพร้อมกันในโรงภาพยนตร์กว่า 100 โรง ใน 40 ประเทศทั่วโลก (1) ทั่วทุกทวีป รวมถึงทวีปแอนตาร์กติการ์ ในวันที่ 21 และ 22 กันยายน 2552 และคาดว่าจะได้รับการบันทึกไว้ในกินเนสส์ เวิร์ลด์ เรคคอร์ด ว่าเป็นการฉายภาพยนตร์พร้อมกันครั้งใหญ่ที่สุดในโลก

ภาพยนตร์เรื่องยุคแห่งความโง่เขลา กำกับโดยแฟรนนี อาร์มสตรอง (ผู้กำกับภาพยนตร์เรื่อง McLibel) และควบคุมการผลิตโดยลิซซี กิลเล็ท และจอห์น แบทเซค (จากภาพยนตร์เรื่อง One Day in September) และแสดงนำโดยพีท โพสเลธเวท ที่รับบทชายแก่ ที่อาศัยอยู่ในโลกยุค 2598 นั่งดูภาพจากแฟ้มข้อมูลของปี 2551 แล้วเกิดคำถามขึ้นในใจว่า “ทำไมเราไม่ลงมือหยุดภาวะโลกร้อน เมื่อเรามีโอกาส”นอกจากนี้ ภาพยนตร์ดังกล่าวยังได้รับคำวิจารณ์จากสื่อมวลชนและนักการเมืองว่า ควรค่าอย่างยิ่งสำหรับผู้ที่มีห่วงใยถึงความอยู่รอดของโลก

การมีส่วนร่วมของกรีนพีซในครั้งนี้เกิดขึ้นจากการวางแผนร่วมกันบนเรือเรนโบว์ วอร์ริเออร์ ที่กรุงอัมสเตอร์ดัม ประเทศเนเธอร์แลนด์ หลังจากที่ผู้กำกับฟรานนี อาร์มสตรอง ได้เตรียมฉายภาพยนตร์นี้ล่วงหน้าให้แก่สมาชิกสภาผู้แทนของเนเธอร์แลนด์

“หลังจากเห็นถึงความมุ่งมั่นของทีมผู้ผลิต กรีนพีซจึงอยากมีส่วนในการสนับสนุนการรณรงค์ดังกล่าว ทีมงานผู้ผลิตได้ปรับแนวทางในการระดมทุน การจัดจำหน่ายและการประชาสัมพันธ์ในวงกว้าง เป้าประสงค์ของพวกเขามิใช่เพียงการประชาสัมพันธ์ภาพยนตร์เท่านั้น แต่เป็นการผลักดันเพื่อให้เกิดการเปลี่ยนแปลงขึ้นบนโลกนี้” นายมาร์ติน กล่าวเสริม

โพสเลธเวท อาร์มสตรองและกิลเลท จะจัดรอบปฐมทัศน์ โดยต้อนรับแขกผู้เข้าร่วมงานอย่างนาย โคฟี อันนัน นักแสดงอย่างกิลเลียน แอนเดอสัน ผู้มีชื่อเสียงในแวดวง นักต่อสู้เรื่องโลกร้อน และผู้นำประเทศ ด้วย “พรมเขียว” ที่ปูเพื่อต้อนรับผู้ร่วมงาน ซึ่งจะเดินทางมาถึงโดยเรือ จักรยาน รถสามล้อถีบ หรือสเก็ตบอร์ด ที่โรงภาพยนตร์ติดแผงพลังงานแสงอาทิตย์ ใจกลางแมนฮัตตัน รอบปฐมทัศน์จะเริ่มขึ้นด้วยสารคดีสั้นจากกรีนพีซ เรื่องธารน้ำแข็งละลายในเทือกเขาหิมาลัย และผืนป่าโบราณในอินโดนีเซีย และยังมีดนตรีโดย ทอม ยอร์ค จาก Radiohead อีกด้วย

การฉายภาพยนตร์ยุคแห่งความโง่เขลา เป็นส่วนหนึ่งของโครงการรณรงค์ “เดินกับช้าง ร่วมสร้างการเปลี่ยนแปลง” ซึ่งจะเริ่มขึ้นในวันเสาร์ที่ 12 กันยายนนี้ โดยกิจกรรมดังกล่าวเป็นความร่วมมือระหว่างกรีนพีซTcktcktck และกองทุนวิจัยและอนุรักษ์ช้างไทย โครงการ Chang(e) Caravan – เดินกับช้าง ร่วมสร้างการเปลี่ยนแปลง – จะนำโขลงช้างเลี้ยง 5 เชือก เดินทางจากเขาใหญ่อันเป็นมรดกโลกและมรดกแห่งอาเซียนในเขต อ. ปากช่อง จ.นครราชสีมา ถึงกรุงเทพมหานคร ก่อนหน้าการประชุมโลกร้อนที่กรุงเทพฯ รวมระยะทางราว 250 กิโลเมตร เป็นเวลา 15 วัน

The Thai Public Broadcasting Service (TPBS or Thai PBS) is a public broadcasting service in Thailand. It operates TV Thai (ทีวีไทย), a public television station broadcasting in UHF Channel 29. The station was established according to the Public Broadcasting Service Act, which came into effect on January 15, 2008. “Let The Earth Sizzle”  these were not the words in Monday’s Bangkok Post report, but keeping the out dated and failed Kyoto Protocol alive and resisting calls for emission reduction targets for developing countries such as Thailand with large energy squandering sectors appears to amount to the same thing.

Further suggesting “positive impacts in terms of relocation of heavily polluting industries to Thailand” (see below), indicates a need to urge ASEAN to reject the so-called leadership of Thailand on this issue.

Thailand and Asean this month will affirm their opposition to phasing out the Kyoto Protocol after 2012 and creating new commitments to replace the existing accord on greenhouse gas emission reductions.

At the same time, Thailand does not want to set emission reduction targets despite calls from industrialised countries for developing nations to make such commitment, says the Office of Climate Change Co-ordination.

“Thailand, as the leader of Southeast Asian nations, will make our stance clear that we are against the phasing out of Kyoto Protocol once it expires in 2012. And we do not want to see any new commitment be created to replace the Kyoto,” said Areewattana Tummakird, the director of the office at the National Resources and Environmental Policy and Planning.

“There are attempts from developed countries to see developing countries share the commitment. But Thailand and our peers in Asean – like other developing nations – do not want to have that legally binding.”

The Kyoto Protocol, which took effect in 2005, was ratified by industrialised countries to cut their collective greenhouse gas emissions by 5.2% from 1990 levels, with varied national limitations.

Thailand will host the Bangkok Climate Change Talks from Sept 28 to Oct 9 as the last major global negotiations before the Copenhagen talks to be held in December.

Thailand emits an estimated 344 million tonnes of greenhouse gases a year.

Mrs Areewattana said Thailand also had yet to decide whether to support a sectoral approach to emissions reduction, which is expected to be a major topic in Copenhagen.

The sectoral approach involves organised action by key producers in specific industry sectors and their host governments to address emissions from their products and processes.

“The sectoral approach still draws huge debate and for Thailand, we have not come up with clear decision about our stance on the issue,” she said.

“In the short term, it should create some positive impacts in terms of relocation of heavily polluting industries to Thailand but in the long term, we will not be able to avoid the suffering of growing environmental impacts.”

Industries such as steel, petrochemical,s cement, paper and power generation are the primary targets of the sectoral approach.

“Thai manufacturers in those sectors have been aware of possible negative impacts (of a sectoral approach). But I think it will need some time to take effect,” Mrs Areewattana said.
